The State SPCA Orissa is functioning in the Directorate of AH & VS Orissa, Cuttack with an aim to enforce the PCA Act through out the State and to undertake Animal Welfare activities and awareness programme to educate the people. The State SPCA is registered under the Societies Registration Act 1860 bearing Regd. No. 3612/509/84-85 and recognized by AWBI bearing No OR-00l/1964 
The State SPCA is being governed by the Member, Board of Revenue as Ex-Officio President Revenue Divisional Commissioner (Central Division) as Vice-President and Director Animal Husbandry and Veterinary Services as Honorary Secretary, Besides there are a number of life members in its General Body.
There are five inspectors of the State SPCA working in the different Districts like, Cuttack, Balasore, Mayurbhanj, Puri with additional charges of Jagatsinghpur, Bhadrak, Keonjhar, Nayagarh, Dhenkanal and Khurda.
The following works are being taken up by the State SPCA.
Enforcement of PCA Act & Rules
- Creating awareness among public on animal welfare by organizing meeting, TV and Radio talks and Audiovisual Programme etc.
- Organizing mobile courts to prosecute the offenders on illegal transportation of animal & road side slaughtering etc.
- Organizing Animal Birth Control Programme to sterilize the Stray dogs to stabilize their population and prevent rabies.
- Providing animal health care through Vety. Clinic etc.
Formation of District SPCA :
At present, all the 30 districts have constituted SPCAs and those have been registered under Societies Regn. Act XXI of 1860. The Collector & District Magistrate is the ex-officio President, Superintendent of Police, ex-officio Vice -President and the C.D. V.O.s is Honorary Secretary of the Dist. SPCA in their respective Districts. District SPCA Puri, Nayagarh, Balasore, Mayurbhanj and Keonjhar have been recognized by the Animal Welfare Board of India and other Districts have applied for recognition by AWBI.
