The PCA Act 1960 is in force in the state of orissa, being inplemented by the State SPCA. The other relevant Acts are as follows.

SPCA Veterinary Hospital

The State SPCA, Orissa opened one Vety. Hospital at Kafla, Cuttack during the year 1994 to provide free treatment facilities to animals in distress and conducting ABC programme to eliminate the population of stray dogs menaces. For running of Hospital one retired Vety. Doctor, one Live stock Inspector and two casual Attendants were engaged by state SPCA, Orissa. The remuneration for the above staff, House rent, electricity, Water tax was met out the funds provided by Govt. of Orissa under plan head. The medicine, equipment were purchased & ABC programme conducted out of the funds provided by AWBI. The cases treated in the SPCA Vety. Hospital free of cost, are as follows

Construction of Animal Rescue Home at Punnanga, Jagatsingpur.

A piece of land Ac.6.00 was donated by one Sri Brundaban Das, Freedom Fighter to State SPCA, Orissa, Cuttack in the year 1998 for construction of Animal Shelter with the financial aid of Animal Welfare Board of India. The Board extended a sum of Rs. 1,00,000/- during the year 1997-98. The State SPCA, Orissa utilized the entire amount of Rs. 2.00 lakhs provided by the Board utilizing Rs. 1,52,067/- in the construction of Animal shed (capacity for 100 animals, 15 feet * 60 feet) and Rs. 47,993/- in development of fodder cultivation, tree plantation and pump house fitting with 5 H.P. water pump set for fodder cultivation with the help of Fodder Wing of A.H. Dept.

But the devastating Super cyclone 1999 wiped out entire structure. However the construction proposal along with complete damage report has been submitted to AWBI / Govt. of India for necessary financial help and co-operation.

Scheme for Birth control and Immunization of Stray dogs

The prevailing system of indiscriminate destruction of stray dogs to control their population and to minimize the incidence of rabies has not succeeded as per expectation. The municipal bodies have been killing stray dogs under the pretext of controlling rabies. Though the Animal Welfare Board of India has been trying to control the dog population by encouraging the voluntary organizations to conduct sterilization programmes but the same have not has much impact owing to limited funding. A shift in policy to an alternative and more humane system of sterilization-cum-immunization is required for proper do control and management.

The basic objective of the scheme is to control the population of stray dogs by sterilization and reduce the incidence of rabbies by immunization. The sterilization-cum-immunization of stray dogs are required to be conducted zone/ colony-wise and proper records are to be maintained under the provision of the scheme. Immunization of stray dogs will be conducted in the locality itself to assure the community about the safety from stray dogs.

This is a central sector Scheme under which 100 percent grant is released to NGOs in two equal installments. For sterilization of dogs there is provision for Rs.300 per day and for immunization (Anti-rabbies) an amount of Rs 40 per day is provided in the scheme.

Scheme for Relief to animals during Natural Calamities and Unforeseen Circumstances

In order to meet the emergent and unforeseen situation like flood, cyclone, drought, famine, forest/ village fires, earthquakes, landslides, heavy snowfall, hailstorm, epidemics, the Scheme under reference has been formulated during 1999-2000. This is a Central Sector Scheme under which 100% amount is released to NGOs in one installment. The proposal is received from the States/ UTS, which have declared areas under their jurisdiction to have been hit by a specific natural calamity.

Scheme for Scholarship to the students for studies abroad in animal welfare

Keeping in view the limited opportunity for higher studies in the field of animal welfare, a scheme for Scholarship to the Students for studies abroad in Animal Welfare has been introduced during the year 1999-2000. Under this scheme the eligible students who desire to take up higher studies abroad, will be provided with admissible scholarships for taking up short-term courses.

Token grant for starting of New SPCA / AWOS

Establishment of a new SPCA needs some funds for its initial activities. In order to support financially to meet the establishment charges and contingencies, the said scheme has been formulated.

Establishment charges for posting of SPCA Inspector, Driver, attendant etc.

In order to implement PCA Act throughout the state more effectively, Inspector SPCA and other staff are required to be posted. The scheme is envisaged to post SPCA inspectors in each district with the financial assistance from AWBI.

Scheme for conducting Animal Welfare Training Programme

The Scheme is envisaged to provide training to the intellectuals, Common people and personnels of police, municipalities, Forest & NGO’s to make them aware about aim and object of the SPCA and animal welfare laws for wide spread propaganda.

The state SPCA, Orissa which is a recognized organization of AWBI have applied for sanction of funds on the above stated scheme for implementation in the entire state of Orissa, with help and co-operation of AH Dept. Further the Dist SPCA, Nayagarh and Puri are already recognized by AWBI and have also submitted proposals to AWBI as follows.

Special Enactment on Animal Welfare:

The penal provision under PCA Act (Central Act) 1960, is too low, like fine of Rs. 50/- for first offence and Rs 100/- for second offence or 3 months imprisonment or with both. The meager fine amount does not work an effective deterrent against the offenders. 

Streamlining of activities of other NGO’s

In Orissa, some NGO’s are working for the welfare of animals and getting grant for different programme on Animal Welfare. But they do not send details of their activities to the State Govt. In order to streamline the activities of those NGOs, they will be made answerable to the state SPCA/ state AWB for their programme. The State SPCA will be authorized to work as nodal agencies for the purpose.
