  • Act and Rules in Oriya Language: In order to bring more awareness about the Acts and Rules under the PCA Act 1960, the state SPCA has planned to translate the Acts and Rules in vernacular language (Oriya) so that, more and more people in Rural areas are made aware of the legal framework. This will be helpful in curbing the offence rate.
  • Films / CD / Information and Communication Materials: With a view to making people more kind to Animal and to create an atmosphere of animal welfare, the state SPCA has a plan to make some short films / CDs on Animal Welfare.
  • Training Programme: To educate the people on animal welfare, the state SPCA has a proposal to conduct training programme at Sub-Divisional level to educate the intellectuals and panchayat functionaries, Journalists, NGOs, Lawyers, Animal lovers for prevention of cruelty to Animals in particular.
  • Submission of Schemes to animal welfare Board of India
    The state SPCA, Orissa will submit project proposals as per various schemes and guidelines of the AWBI for getting the financial aid during this financial year. After receipt of grant, the following schemes will be executed.
    • Scheme for construction and maintenance of Shelter Houses
    • Scheme for purchase of Ambulance-cum-Mobile vety. Clinics
    • Scheme for purchase of Medicine for conduct Animal Health camp.
    • Scheme for Animal birth Control Programme
    • Scheme for maintenance of cattle under court order
    • Scheme for Financial assistance in Natural Calamities.
    • Scheme for grants -in-aid for posting of one inspector and one Constable in each Dist. SPCA
    • Scheme for conducting Animal welfare Training Programme.
    • Scheme for Token grant for New Organization (SPCA)
    Besides the above plans, the state SPCA, Orissa also intends to perform the following work with the financial help and co-operation of state Govt.
  • Police Training / Animal welfare training to the SPCA Inspector
    The SPCA Inspectors of State SPCA are empowered to enforce the PCA Act 1960 in our State to check animal cruelty and they have been prosecuting cases and attending Mobile courts since long. Besides the above work, SPCA Inspectors are also involved in civil work of Animal welfare. So to develop the skill and knowledge in the above two sides, they will be provided police training & Animal welfare training at PTC, Angul & NIAW, Noida respectively.
  • Patha Pranta Natak:
    Always animal cruelties are not being committed knowingly by the people, but sometimes without knowledge also. Most of these people are still not aware of the law for the animals. To change the old attitude of the people, patha pranta natak/ Street play is the best way, which can be organized through the professional groups in various places.
  • Publication of Animal welfare Magazine “SAMBEDAN”
    To exchange & reflect the ideas related to the Animal Welfare & prevention of cruelty to animals among the people of different corners of the state, the quarterly magazine “SAMBEDAN” published earlier, has been restarted. Two quarterly issues have already been published and the third edition is presently under process, to be published very shortly. This magazine acts as a voice of voiceless.
  • Alienation of Govt. land in favour of Dist. SPCA
    After formation and registration of the Dist. SPCAs, one Shelter House in each District, for old, ailing, destitute and abandoned animals will be constructed. This shelter house will also act as infirmaries for the maintenance of cattle under cout order also, for which 5 Acres of Govt. land is required. The Govt will be moved to provide at least 4-5 acres of land, free of cost in the names of Dist. SPCA for availing funds fro Govt. of India/ AWBI for construction of Animal Shelter.
  • Strengthening of State SPCA
    The State SPCA, Orissa is the oldest Animal Welfare Organization of the state having rich experience on animal welfare. The animal welfare activity will further be supported by the state budget.
  • Work on Animal Sacrifice
    A team of SPCA Inspectors are being mobilized to visit different places in Orissa, where great number of animals are being sacrificed before the Goddesses and to implement orders of various courts on this issue. The state SPCA is complying to the orders/ decisions of various courts. The state SPCA will work with like-minded organizations/ NGOs to stop animal sacrifice.
