Project Proposal For Formation Of Prani-Bandhu Club: “Friends of the Soul”
Introduction:
The relationship between human being and animal is age-old. The animals provide economic and social security to human beings. This dependency has brought about a lot of changes in the human attitude to safeguard the animals in general and livestock in particular. The Government is also keenly interested to upgrade and safeguard the livestock so that maximum benefit can be derived out of that. Moreover, it is the collective responsibility of Government as well as individual to work for the welfare of the animals. In order to provide justice to dumb animals, it is high time that we form Prani-Bandh Club at educational institutions because the best way to attempt to bring about a change in the attitudes in the society is through children, as they have no vested interests, they are impressionable and they are our future. Children are the single most importance in any family.
Objectives:
- To create awareness among students from the early stage of life and kindle their feelings of love, kindness and compassion towards all living beings, animal life, plant life and protection of environment.
- To implement this project intensively and evaluate it qualitatively and quantitatively.
- To provide animal welfare educational opportunities for school children.
- To utilize the unique position of the school children to arouse public consciousness.
- To facilitate children’s participation in decision making in areas related to prevention of cruelty to animals.
- To bring the children into the direct contact with the problems of superstitions leading to animal sacrifice and make them think of solutions.
- To involve children in action based programmes to observe Meatless Day, Animal Fortnight Weak, World Veterinary Day, Gamha Purnima, Akshya Trutiya, World Environment Day, Go-Sambardhana Weak, etc. related to animals in their surroundings.
- To create awareness on various contagious diseases of animals, their care, management and vaccination schedule.
- To establish Snake-Ecology relationship with animals.
Our Fundamental duty:
It shall be the duty of every citizen of India to protect and improve domesticated animals and wild animals and to have compassion for living creatures.
Coverage:
The programmes of the Prani-Bandhu Club will be implemented in all the District of the State.
Membership:
- About 100 Schools will be involved in the programme taking at least 3-4 Schools in each District.
- These will include Schools like Central School, Navodaya Vidyalaya, Saraswati Sishu Mandir and other Schools.
Methodology:
- Each such club will have 30-50 children, who show interest in animal welfare and related issues.
- Each Prani-Bandhu Club will be supervised by a Teacher In-Charges, who will be selected among the Teachers of the member school on the basis of his / her interest in animal welfare and related issues.
- Each Prani-Bandhu Club will be provided with a kit of resource material apart from monetary grant of Rs. 1,000/- per annum for organizing various activities.
- The District SPCA will act as District Level Nodal Agency to supervise and monitor the implementation of the scheme.
- The State SPCA will act as State Level Nodal Agency, which will supervise and monitor the implementation of the scheme.
Selection of Participants:
- All Central School, Navodaya Vidyalaya, Saraswati Sishu Mandir and other Schools of the State.
- About 100 Schools in the State will be selected. The Schools must be preferably of Secondary or Higher Secondary level. If it is difficult to find such Schools, Upper Primary Schools can be selected.
- The priority will be given to Schools in those Districts, where animal sacrifice is being carried out. In addition, the Schools in the vicinity of cattle market or slaughter houses may also be taken up.
Benefit to Students:
- Organising Skill: As students would take active part in the management of the Prani-Bandhu Club, it ensures and develops the Organisational skill amongst them.
- Humanitarian Up-gradation: Feeling of compassion and non-violence will make them better and perfect future citizens of the Country.
- Sharing & Caring: Co-ordination and informal relations with different students and schools will inculcate the feeling of sharing and caring in them.
- Development of Social Responsibility.
Moral Responsibility.
Finance:
- A grant of Rs. 1000/- will be given to each Prani-Bandhu Club annually, as financial assistance.
- This fund is to be utilized by the club for their activities, as decided by the student members, In-charge Teacher and Head Master / Principal.
- The State SPCA (State Nodal Agency) will be given 5% of total annual expenditure on the scheme towards administrative expenses for utilization such as stationary, postage and other expenses).
- For selection, printing and distribution of locally relevant resource material, the District SPCA would be given a financial assistance @ Rs. 50/- per Prani-Bandhu Club.
- For organizing the training of In-charge Teachers, the District SPCA would be given a financial assistance @ Rs. 500/- per In-charge Teacher.
Fund Flow Mechanism:
- The funds would be routed through State SPCA.
- First installment of financial assistance released to the State SPCA would consisting of
100% of funds meant for selection, printing and distribution of locally relevant resource material.
100% funds meant for training of In-charge Teachers.
50% funds meant for financial assistance to Prani-Bandhu Club.
- Second installment would be released after training of In-charge Teachers is completed and resource material is distributed to Prani-Bandhu Club. After adjusting the first installment against actual expenditure, upto 80% of funds meant for financial assistance to Prani-Bandhu Club would be released. Final installment would be released subsequently.
Activities of Prani-Bandhu Club:
- Field visit to different sites like animal sacrifice prone areas, nearby cattle markets, wild life parks, zoos sanctuaries, goshalas and illegal road side slaughter areas etc.
- Organize rallies, march past to create public awareness and spread the message on kindness and impassion towards animals.
- Action based activities like providing support in rescue and relief activities during natural calamities.
- Create awareness on animal welfare and prevention of cruelty to animals through distribution of leaflets, pamphlets, pasting posters in public places and conducting village meetings.
Role of Implementers:
A. Role of State SPCA (State Nodal Agency)
- To supervise District SPCA (District Nodal Agency).
- To give finance to the District Agency.
- To ensure training programme of In-charge Teachers in District level.
- To ensure distribution of resource materials to Prani-Bandhu Clubs.
- To receive quarterly report from Prani-Bandhu Club through District SPCA.
B. Role of District SPCA (District Nodal Agency)
- To supervise the individual Prani-Bandhu Club.
- To receive quarterly reports from Prani-Bandhu Club and transmit it to State SPCA (State Nodal Agency).
- To implement the programme as assigned by the State Nodal Agency (State SPCA) from time to time.
- To appoint Nodal Officers (local VAS) for their respective Districts.
C. Role of Teacher In-Charge of Prani-Bandhu Club:
- The Teacher In-Charge of Prani-Bandhu Club plays a key role in the proper implementation of the scheme. He / she should encourage more students to join the club. He / she should take up imaginative steps to implement the activities suggested in the scheme, which are relevant to that region. Main functions of Teacher-in-charge are : to assemble the Prani-Bandhu Club members every week for once at least one hour and take up some activities.
- To sent monthly activity report to District SPCA.
- To co-ordinate with the District SPCA for taking up District level common programmes.
- Maintain stock and store of the materials received from higher quarter and operate the account of Prani-Bandhu Club.
Budget Requirement:A sum of Rs. 19,00,000/- (Rupees Nineteen Lakhs) only is required for proper implementation of the Prani-Bandhu Club in 100 Schools of the State for 5 years.

Veterinary first-Aid techniques for Pranibandhu Club Members:
Recently there has been a great explosion in the knowledge system in all walks of our life. Particularly the knowledge system pertaining to rural livelihoods like Animal Rearing has generated much interest in the public for its potentiality in income generation through increased production of food and fiber.
The students and their parents residing in rural/semi urban areas of Orissa have started realizing how an unemployed, educated/semi educated youth from rural migrate to cities for earning better life, finally land in the labor market as an unskilled labourer. The facts of such plights are increasing day by day. Still the unaware rural educated students pour into the labour market every day as they donot find any other solution for their poverty, despite tremendous development in our livelihood technologies.
Now the time has come to make all out efforts to reverse the trend and to inculcate the idea of self sustaining through animal rearing in the young minds, particularly those of high school students. We can work as "CATCH THEM YOUNG" and motivate them to a great extent towards animal rearing.
A little of awareness/training/seminar on animal rearing, animal healing and vety first aid among students can sow the seed of taking livestock rearing, marketing etc as their way of earning livelihood/self earning career in great way. It is also to emphasise the need to create awarness among students on zoonotic diseases that spread from animal to human and vice versa. Pranibandhu club students can be given a capsule course on this and the skills may be inculcated. |
