Action plan for Rs.10.00 lakhs for implementation of Animal Welfare Activities in Orissa: (2007-08)
A sum of Rs.10, 00,000/- has been sanctioned out of the user charges by the state government to undertake awareness program such as observance of animal welfare fortnight, world day for animals, participation in exhibitions, organization of school meetings & essay, debate, painting, spot painting and quiz competition, conducting animal welfare training program, Pathapranta Natak in selected pockets where animal sacrifice takes place, design/hosting of website for State SPCA and production of documentary films on Animal Welfare. The details of the activities approved are as follows:
1. Awareness on Animal Sacrifice: Animal sacrifice in the name of religion is still continuing during the festive occasions. The blind belief in the name of religion can effectively be eradicated by organizing public awareness in co-operation with local people, NGO and Government administration.
2. Preparation of Poster, Banners, Charts, Leaflets & Models: The District SPCA is organizing School meetings, debate, essay and painting competitions among the students, participating in different exhibitions, Melas, observing animal welfare fortnight, World day for animals in every year. To organize the programs successfully, the posters, models, charts and leaflets are mostly essential. The posters will be displayed in the exhibitions, educational institutions and public places to create awareness. Pamphlets will be distributed among the students and public during the Animal Welfare fortnight. Banners will be displayed in exhibitions, meetings and during observance of Animal Welfare fortnight and during Pathapranta Natak. Models and laminated boards will be exhibited in Melas and exhibitions.
3. Organization of Pathapranta Natak: A group of professional artists will organize street play to create consciousness among the people on prevention of cruelty to animals. The District level SPCA will locate the group and organize the“Pathapranta Natak”.
4. Organizing Training Programme: The District SPCA will conduct animal welfare training course, and the trainees will be a group of 20 nos. of activists such as School Teacher, Police Personnel, NGO, Advocate, Journalist, Mahila Samiti Member, PRI Member, SGY Member, Sanitary Inspector and Forester. The basic idea to organize the training programme is to spread the kindness & compassion towards animals, animal welfare law, animal care & handling, shelter management among the rural people.
In addition to these, the District SPCA will also organize training on various legal aspects to cart men, people engaged in illegal transportation of animals and people encouraging old traditional games like cock fighting..
5. School level competitions: The District SPCA will also organize school level competitions in various schools like essay, painting, debate, spot-painting and quiz competitions.
6. Educational Program on snake awareness: The students in the High schools in BMC area will be given an educational program on snakes. The students will be taught about snakes, its behaviour, first-aid methods to be adopted in case of an emergency arising out of snakebite etc. For this purpose, the program will be conducted in form of lectures and leaflets will be distributed among students.
7. Development of website of state SPCA: Now the state SPCA has a website.
8. Development of documentary films on animal welfare: It has been proposed to produce two numbers of documentary films (on animal sacrifice, prevention of cruelty to animals) for educating the public on animal welfare issues.
